A technical check on two wheels from October 1st?

The technical control of two-wheelers (and motorized quadricycles, including cars without a license) should become a reality from October 1 following a decision by the Council of State which contradicts that of Emmanuel Macron last August.

A mandatory technical inspection this autumn?

The saga of technical control on two wheels never ends. Last August the President of the Republic did it himself “suspended until further notice” the decree which was to impose a mandatory technical inspection on motorcycles, scooter (including 50cc), three wheelsAnd motorized quadricycles every two years.

Seized by three anti-pollution associations (including the association “Breathe”), the Council of State finally considered that this revocation was not necessary. It therefore requests the application of the initial decree starting from 1 October 2022. Therefore, the firstthe “alternative devices” technical control that the government had imagined last summer.

What program?

For the record, the decree published in August in the Official Gazette had already imposed the following calendar for the date of approval of the first “CT” (whether it will remain in effect as-is remains to be seen):

  • The first inspection of vehicles registered before 1 January 2016 must be carried out in 2023
  • The first inspection of vehicles registered between 1 January 2016 and 31 December 2020 must be carried out in 2024
  • The first inspection of vehicles registered between 1 January 2021 and 31 December 2021 must be carried out in 2025
  • The first inspection of vehicles registered between 1 January 2022 and 31 December 2022 must be carried out in 2026.

As far as cars are concerned, this check must obviously be carried out by an authorized center and within six months of the vehicle’s fourth anniversarythen renewed every two years Where is it at the time of sale two (or three) wheels.

The price and the probable checkpoints

About checkpoints, vagueness still reigns, but it is safe to bet that the workshops will check all the safety elements: brakes, lights, tyres, steering, chassis structure, engine, etc. As with cars, the levels of noise pollution and emissions should also be monitored more closely during these checks, hence the involvement of environmental associations in restoring this obligation.

The associations for the defense of motorcyclists are obviously opposed to this reform. The arguments advanced since the beginning of these adventures have not changed: motorcyclists remember that the maintenance level of two-wheelers is much higher than that of carsthat motorcycle accidents are only very rarely caused by a technical fault, but also that France does not have workshops capable of carrying out this type of check.

It should be remembered that France is the last country in the European Union to have not implemented a technical inspection of two-wheelers, despite the Community obligation. Even long reluctant, Belgium ended up applying this regulation from this year. Our neighbors benefited like us from a two-year period, while the obligation to impose a technical inspection of the motorcycle dates back to 2020.

Finally, about the price, it should probably be slightly lower than the cars: between 50 and 70 eurosagainst the 70-100 euros of cars.
